NKY cities release RFP for social services-minded nonprofit

A collection of Northern Kentucky cities is looking for social service providers to apply for nearly $700,000 in federal funds to help serve its most vulnerable populations.

The Northern Kentucky HOME Consortium, which includes Covington, Newport, Dayton, Bellevue, Ludlow, Erlanger, Florence and Independence, will distribute the funding as part of the American Rescue Plan. The City of Covington, which leads the consortium, has issued a request for proposals to allocate the funds.

The funds can go toward wide range of services to support vulnerable populations. However, the consortium identified the following priority needs during a months-long consultation process that gathered feedback from 14 local agencies and the public.

  • Supportive services such as case management, mental health support, substance abuse treatment, employment assistance, housing navigation, transportation, childcare and other holistic services.
  • Homelessness prevention, including shelter diversion programs, eviction prevention, housing and financial counseling, and rent and utility assistance programs.

Funding can toward work in any of the eight participating cities.

“We know that our non-profits are doing a lot of really good work, but we’re not looking to use these one-time funds for ongoing services,” said John Hammons, Covington’s CDBG/HOME program coordinator. “This is their chance to be creative, to fund something that’s in addition to what they normally do, or to meet needs that are not being addressed.”

Proposals are due by 10 a.m. on May 5. The consortium expects to announce the recipients by July, with funded programs or services beginning shortly afterward.

he consortium received $2,044,421 through the American Rescue Plan to support vulnerable populations, including people who are homeless or at risk of homelessness.

The consortium created its HOME-ARP Allocation Plan after gathering public input and consulting 14 local agencies. The plan allocates $695,103 for supportive services, homelessness prevention and housing counseling. This request for proposals is part of that plan.
